INTENT TO ADOPT THE TOBACCO PROVISION MINIMUM LEGAL AGE ORDINANCE

(Tobacco Minimum Age Sales Ordinance)

 

NOTICE IS HEREBY GIVEN pursuant to the provisions of Minnesota Statutes 375.51 Subdivision 2, that the Otter Tail County Board of Commissioners intends to adopt the “Tobacco Provision Minimum Legal Age Ordinance (aka Minimum Age Sales Ordinance). The proposed ordinance will be considered at a meeting of the Otter Tail county Board of Commissioners in the Commissioners’ Room at the Otter Tail County Government Services Center, at 515 West Fir Ave, Fergus Falls, Minnesota, on Tuesday, August 14, 2018 at 1:00 p.m.

 

The purpose of the proposed ordinance is to prohibit the provision of commercial tobacco, tobacco products, tobacco-related devices, electronic delivery devices, and nicotine or lobelia delivery devices to persons under the age of 21. 

 

Copies of the proposed “Tobacco Provision Minimum Legal Age Ordinance“ are available on the Otter Tail County website http://www.co.otter-tail.mn.us/1098/Ordinances-Policies and at the Otter Tail County Auditor-Treasurer’s office located in the Government Services Center, 510 Fir Ave West, Fergus Falls, MN 56537.

Location: Parkers Prairie City Hall

 

Purpose: The Parkers Prairie Fire Department is interested in purchasing a new fire truck (specifically, a Pumper-Tanker Combo with 3,000-gallon tank). The Fire Department obtain funding through the USDA Rural Development grant/loan process. A required part of this process is to hold a public hearing/ informative meeting about the Fire Department’s plans to purchase this new piece of equipment. This public hearing will provide an opportunity for any interested parties to ask questions about the equipment and express any concerns or opinions relating to the purchase.

NOTICE OF PUBLIC ACCURACY TEST

 

Pursuant to Minnesota Statute 206.83, Otter Tail County will test the AutoMARK and precinct based optical scan voting equipment that will be used for the vote tabulation in the State Primary Election to be held on Tuesday, August 14, 2018. Otter Tail County uses ES&S voter assist AutoMARKs and the ES&S DS200 Precinct Based Optical Scan Ballot Tabulators.

 

Otter Tail County will test its election equipment at 8:30 a.m. on Thursday, August 9, 2018, in the Otter Tail Lake/Commissioners’ Room of the Otter Tail Government Services Center located at 500-600 Fir Ave W., Fergus Falls, MN. The purpose of this testing is to ascertain that the equipment will correctly count and tabulate the votes cast for all races, candidates and ballot questions. This test must be observed by at least two election judges, not of the same political party, and is open to the public, representatives of the political parties, candidates and the press. All interested persons are urged to attend.

Regular School Board Meeting

The regular meeting of the Board of Education of Independent School District 547, Parkers Prairie Public Schools, was called to order by Chairman Steve Inwards at 7:00 PM.  Board members present: Scott Wagner, Lyle Oeltjenbruns, Jeff Samuelson, Judy Moeller, Sheryl Myers.   Absent: Glenn Cornish.  Student Board members present:  Eli Simonson.  Administration present: Superintendent Dean Yocum, Secondary Principal Carey Johnson and Elementary Principal Steve Radtke. Also present:  Jennifer Marquardt, David O’Brien, Hannah Samuelson, Roger Rewitzer and Tammy Larson.    

Motion by Myers, seconded by Oeltjenbruns and carried, to approve the agenda. 

Motion by Myers, seconded by Moeller and carried, to approve the minutes from the June regular board meeting.

Motion by Samuelson, seconded by Myers and carried, to approve Hand Payable checks totaling $83,646.63; Wire transfers totaling $155,349.34; Board Payable I checks totaling $115,517.40; and Board Payable II checks totaling $40,889.94.

Superintendent Report:

•Superintendent Yocum provided an update on the many Summer Building and Grounds Projects.

•Superintendent Yocum stated that payroll updates resulting from the recent US Supreme Court ruling on the Janus case are complete for those Union members that were Fair Share. 

•Currently, there are three school vans that can no longer transport students. Superintendent Yocum will discuss transportation needs with the office staff before a final decision is made.

•The Building Committee will meet to discuss future projects.  At this time, there are two scoreboards that will no longer be used as well as lunch tables.  Superintendent Yocum will research selling the items.

•An update on the November Operating Referendum Renewal was discussed.  A presentation was received from Ehlers, who will assist with the referendum.  As this is a renewal, the property tax impact would be neutral.

•Targeted Services start on Monday, July 16

•Preschool Reading Corp positions have been filled

•There is a Math Corp position open

 Principal Johnson

•Several HS classrooms are being relocated, giving practitioners a more private setting

•New technology equipment was installed in the HS Media Center

•Five students are currently attending the National Trap Shoot

•Two bands stayed at the High School during the Vikingland Band Festival.  There will be some reimbursement from the Festival committee.  Thank you to Dan Lenker for working with the schools that stayed here.

•A RESOLUTION TO ACCEPT DONATIONS was introduced by member Myers, seconded by Wagner and passed unanimously. 

WHEREAS, the District 547 School Board encourages the support of the district’s educational programs through the funding and support of grant opportunities and donations that meet the goals and objectives of the school district; 

WHEREAS, the school district will control and maintain all grants and donations to ensure that the interests of all students are met; 

WHEREAS, the grants and donations listed below have been reviewed and approved by the administration of School District 547; 

THEREFORE, BE IT RESOLVED, by the School Board of Independent School District No. 547, State of Minnesota, to accept the following donations: 

•Parkers Prairie Sportsmen’s Club for a donation of $2,000 to the Parkers Prairie Fishing League.

•Parkers Prairie Sportsmen’s Club for a donation of $5,000 to the Parkers Prairie Clay Trap Shooting Team.

Motion by Oeltjenbruns, seconded by Myers and carried, to keep student participation fees at the current rate:  Junior High - $40/sport, High School - $50/sport, Speech/$25.  Family maximum/$300.  No student will be denied participation due to financial hardship.

Motion by Samuelson, seconded by Moeller and carried, to accept the resignation of Raymond Noble as a full time Vocal Music teacher.

Motion by Samuelson, seconded by Oeltjenbruns and carried, to hire Emily Arens as a .4 English Teacher for 2018-19.

Motion by Samuelson, seconded by Oeltjenbruns and carried, to accept the Milk Bid from Land O Lakes Milk, a division of Dean Foods.

Motion by Moeller, seconded by Myers and carried, to approve the continued membership in the Minnesota School Boards Association (MSBA).  Membership dues are $3,353.

Motion by Oeltjenbruns, seconded by Wagner and carried, renew the contract with High Point Networks for Aruba software.

Motion by Moeller, seconded by Myers and carried, to renew the Online College in the High School Program agreement.

Motion by Samuelson, seconded by Oeltjenbruns and carried, to accept the resignation of Amy Jewel as a part-time kitchen staff.

Motion by Myers, seconded by Samuelson and carried, to hire Mallory Felt as a School Social Worker.

Motion by Oeltjenbruns, seconded by Moeller and carried, to contract with Jostens to be the yearbook provider for the 2018-19 and 2019-20 school years.  The cost is $5,793.00 for 2018-19.  A 2% discount applies for a two year contracts.  

Motion by Moeller, seconded by Samuelson and carried, to accept the resignation of Emily Arens as an Elementary Paraprofessional.
