NOTICE IS HEREBY GIVEN that the period for filing affidavits of candidacy for the office of school board member of Independent School District No. 547 shall begin on July 31, 2018, and shall close at 5:00 o’clock p.m. on August 14, 2018.

 

The general election shall be held on Tuesday, November 6, 2018.  At that election, four (4) members will be elected to the School Board for terms of four (4) years each.

The City of Parkers Prairie is accepting bids for a Pumper-Tanker Combination Freightliner-Chassis with 3000-gallon tank.   If you are interested in submitting a bid, a copy of the required specifications may be picked up at the Parkers Prairie City Hall between the hours of 8:00 and 4:00 Monday through Thursday, and Fridays 8:00 to 12:00.  Specifications may also be found on the City website: parkersprairie.net.  Bids must be in a sealed envelope addressed to:  Beth Wussow, Clerk-Treasurer, City of Parkers Prairie, 102 North Otter Avenue, Parkers Prairie, MN 56361. The regular meeting of the Board of Education of Independent School District 547, Parkers Prairie Public Schools, was called to order by Chairman Steve Inwards at 7:00 p.m.  Board members present:  Judy Moeller, Glenn Cornish, Sheryl Myers, Scott Wagner, Lyle Oeltjenbruns and Jeff Samuelson.  Absent:  None.  Student Board Members present: Megan Dreger.  Administration present: Superintendent Tom Ames, Secondary Principal Carey Johnson and Elementary Principal Steve Radtke. Also present:  Jennifer Marquardt and Tammy Larson.

Motion by Myers, seconded by Cornish and carried, to approve the agenda with one addition.

Motion by Oeltjenbruns, seconded by Wagner and carried, to approve the minutes from the May regular board meeting.

Motion by Cornish, seconded by Oeltjenbruns and carried, to approve Hand Payable checks totaling $103,978.36; Wire transfers totaling $202,037.03; Board Payable I checks totaling $58,564.54; and Board Payable II checks totaling $ 102,320.58.

Superintendent Report:

Superintendent Ames reported on the School Lunch Program and Farm Bill.

Superintendent Ames provided an update on 2018 Legislative Session and current Summer projects.

Superintendent Ames provided a summary of a recent meeting with Architect Jim Wilson regarding construction of child care rooms at Parkers Prairie Elementary School.

    Emergency School Aid was discussed.

The Summer Food program is being offered at three locations.

Panther Kids Club has 60 students enrolled for the summer, 38 on a regular basis.

Congratulations to the Class of 2018.  41 students received diplomas.

Congratulations to the Boys Baseball team on their 3rd place finish at the State tournament and to all Spring sports teams on successful seasons.

JMC has additional functions that will be used starting this Fall.

Dean Yocum, Steve Radtke and Carey Johnson met with PPPD, FD, and EMT to speak about roles regarding communication and initial steps in an evacuation or extreme situation at the schools.

Jon Oestreich’s Intro to Engineering students scored extremely well.  The passing score is 4, all of our students scored 7 or 8.

Ken Bosak wrote a grant and was awarded $5,000 to update the presentation and sound systems in the HS Media Center.

Thank you to Megan Dreger for serving two years as a Student School Board member.

WHEREAS, the District 547 School Board encourages the support of the district’s educational programs through the funding and support of grant opportunities and donations that meet the goals and objectives of the school district; 

WHEREAS, the school district will control and maintain all grants and donations to ensure that the interests of all students are met; 

WHEREAS, the grants and donations listed below have been reviewed and approved by the administration of School District 547; 

THEREFORE, BE IT RESOLVED, by the School Board of Independent School District No. 547, State of Minnesota, to accept the following donations:

Parkers Prairie Sportsmen’s Club for a donation of $500 to Parkers Prairie High School District in support of the Junior Class Prom.

Rosemary & Harry Harrison Family Foundation for a donation of $1,000 to the Parkers Prairie School Backpack Program.

North Area Electric for a donation of $150 in labor for the City Park Scoreboard.

Hart Travel for a donation of $250 to the Parkers Prairie Fishing League Program.

Motion by Moeller, seconded by Cornish and carried, to renew the Workers Compensation Insurance for 2018-19 with Iverson Insurance at the premium of $17,424.

A resolution was introduced by Samuelson, seconded by Myers and passed unanimously to establish dates for filing affidavits of candidacy. The period for filing shall begin on July 31, 2018 and shall close on August 14, 2018. The general election will be held on November 6, 2018 and at that election, four members will be elected to the School Board for terms of four years each.

Motion by Samuelson, seconded by Oeltjenbruns and carried, to authorize Superintendent Dean Yocum, Business Manager Tammy Larson and Payroll Clerk Lisa Nori, to make investments and electronic fund transfers for the district, to sign for and approve deposits and withdrawals from designated school district depositories as needed, to make the investments and to pay normal monthly expenditures for the 2018-19 School Year.

Motion by Moeller, seconded by Myers and carried, to approve a contract with The Village Family Service for school-based mental health services, at a cost of $7,639 for the 2018-19 school year.

Motion by Cornish, seconded by Moeller and carried, to approve the Lead in Water, Paint and Soil Written Plan.

ORDINANCE NO. 2018-03

AN ORDINANCE REGULATING

THE CONSUMPTION OF INTOXICATING AND 3.2 PERCENT MALT LIQUOR

IN AND UPON PUBLIC PLACES

WITHIN THE CITY OF PARKERS PRAIRIE, MINNESOTA

 

WHEREAS, the ordinances of the City of Parkers Prairie, Minnesota currently state that subject to any Temporary Off-premise Community Festival Liquor License issued by the City, no person shall consume intoxicating liquor or 3.2 percent malt liquor in a public park, on any public street, sidewalk, parking lot or in any public place other than on the premises of an establishment licensed under this ordinance, in the City’s municipal liquor dispensary, or where the consumption and display of liquor is lawfully permitted; and

 

WHEREAS, the City Council of the City of Parkers Prairie, Minnesota has determined that it would serve the public health, morals, economic well-being, welfare, and safety of the City to enact an ordinance to allow and regulate the consumption of intoxicating and 3.2 percent malt liquor in and upon certain public property owned by the City.

 

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PARKERS PRAIRIE, MINNESOTA DOES ORDAIN:

 

Section 5 of Ordinance 2017-01, An Ordinance Regulating the Possession, Sale and Consumption of Intoxicating and 3.2 Percent Malt Liquor within the City of Parkers Prairie, Minnesota is hereby amended as follows:

 

Section 5.  CONSUMPTION IN PUBLIC PLACES. 

 

(A) Consumption Generally. Subject to Subparts (B) and (C) of this Section or any Temporary Off-premise Community Festival Liquor License issued pursuant to Section 29(I) of this ordinance, no person shall consume intoxicating liquor or 3.2 percent malt liquor in a public park, on any public street, sidewalk or parking lot, or in any public place other than on the premises of an establishment licensed under this ordinance, in the City’s municipal liquor dispensary, or where the consumption and display of liquor is lawfully permitted.

 

(B) Consumption at Prairie Event Center. Intoxicating liquor or 3.2 percent malt liquor may be sold, possessed, displayed and consumed at the Prairie Event Center under the following circumstances only:

 

(1) When it is dispensed or sold by a vendor that has been authorized by the City Council to dispense or sell it at conventions, banquets, conferences, meetings, and social affairs conducted at the Prairie Event Center, and only during such a convention, banquet, conference, meeting, social affair that is hosted by a user or user group that has executed a written lease or similar use agreement with the City. 

 

(2) Individuals may consume their personal intoxicating liquor or 3.2 percent malt liquor at the Prairie Event Center only if attending a meeting of a civic group which has entered into an agreement with the City to rent meeting space at the Prairie Event Center at least twelve (12) times per year. For these purposes, a “civic group” is: (a) any Minnesota nonprofit corporation organized pursuant to Minnesota Statutes, Chapter 317A and with tax exempt status pursuant to Section 501(c)(3) or 501(c)(4) of the United States Internal Revenue Code; or (b) any local chapter of a nationally-recognized nonprofit corporation with such tax exempt status.

 

(3) Under no circumstances may intoxicating liquor or 3.2 percent malt liquor be stored at the Prairie Event Center when an event specified in this Subpart (B) is not taking place. All intoxicating liquor and/or 3.2 percent malt liquor must be removed from the Prairie Event Center immediately after the conclusion of each event.

 

    (C) Consumption in City Parks. Intoxicating liquor or 3.2 percent malt liquor may not be possessed, displayed or consumed in any City park, except in those permanent City Park shelters which, in consultation with the Chief of Police, the City Council may designate via prominent signage as locations where such possession, display and consumption is permitted.
