NOTICE IS HEREBY GIVEN pursuant to the provisions of Minnesota Statutes 375.51 Subdivision 2, that the Otter Tail County Board of Commissioners will hold a public hearing on Tuesday, December 11, 2018 at 2:15 PM in the Commissioners’ Room at the Otter Tail County Government Services Center, at 515 West Fir Ave, Fergus Falls, Minnesota, on the establishment of an ordinance dividing the economic development, housing, and redevelopment powers granted under sections 469.001 to 469.047 and 469.090 to 469.108.


Following the public hearing the Board of Commissioners will consider enacting the ordinance, a copy of which is available for inspection at https://ottertailcountymn.us/wp-content/uploads/2018/11/Ordinance-Establishing-Powers-of-the-Coutny-EDA-and-HRA.pdf.


All interested persons are invited to attend the hearing or submit written testimony prior to the hearing date. Written testimony should be submitted to the County Administrator’s office, 520 West Fir Ave, Fergus Falls, MN 56537.

High School Media Center


The regular meeting of the Board of Education of Independent School District 547, Parkers Prairie Public Schools, was called to order by Chairman Steve Inwards at 7:00 PM.  Board members present:  Scott Wagner, Lyle Oeltjenbruns, Glenn Cornish, Judy Moeller, Sheryl Myers and Jeff Samuelson.  Absent: None.  Student Board members present: Eli Simonson, Macy Jakubiec.  Administration present: Superintendent Dean Yodum, Secondary Principal Carey Johnson and Elementary Principal Steve Radtke. Also present: Jennifer Marquardt, Christy Hart, Emily Arens, John Noga, John Sieling and Tammy Larson.

Motion by Myers, seconded by Cornish and carried, to approve the agenda as amended.

Member Myers thanked the administration, school staff, community and fellow board members for the opportunity to serve on the board for eight years.  She welcomed incoming member Christy Hart. 

Motion by Cornish, seconded by Oeltjenbruns and carried, to approve the minutes from the October regular board meeting.

Motion by Samuelson, seconded by Wagner and carried, to approve Hand Payable checks totaling $11,309.69; Wire transfers totaling $282,886.34; Board Payable I checks totaling $49,480.47; Board Payable II checks totaling $64,083.10 and additional Wire transfers of $1,372.28.  

Superintendent Report:

Principal Radtke

•Thank you to the Parkers Prairie Fire Department for hosting the K-3 grade students.

•Thank you to the Panther Boosters, high school students and community members for a successful Fall Party

•Students in grades K-6 participated in Kids Voting on November, 6th.  Statewide “Kids Voting” results can be found online.

•Elementary conferences are in process and have been well attended.

Principal Johnson

•Congratulations to Paul Walsh on receiving the Baseball Assistant Coach of the Year award.

•Congratulations to all Fall sports on successful seasons.

•Thank you to Coach John Sieling for his dedication to the football program – three years as the Prairie Valley Nighthawks and four years as the Panthers head football coach.

•Staff development/Top 20 training took place on November 5th. 

•Viewing of the movie “Paper Tigers” was discussed.  The lead actor visited PPHS.


• Superintendent Yocum gave a brief recap of the local, state and federal election results.

• RAED’s October update was included for board member review.

• Superintendent Yocum provided an update of the Safety Grant for the Elementary School.

• A Special Meeting to canvass the election results will be held on Tuesday, November 13th, 7:30AM.

• A Junior High Book Club request was discussed.


Motion by Myers, seconded by Oeltjenbruns and carried to approve the creating of the Panther Book Club, with Emily Arens as the advisor.

Creating school email addresses for Board members was discussed as a result of an article from MSBA.

Motion by Samuelson, seconded by Cornish and carried to create school email address accounts for all school board members.  All correspondence will be sent to these emails accounts going forward.

Unfinished Business:

 Wednesday Practices – Athletic Director John Noga provided an outline of the practice currently being followed regarding Wednesday practice times.  AD Noga requested some flexibility, at the discretion of the Head Coach, for practice days prior to important events.

Motion by Samuelson, seconded by Cornish and carried to put the Wednesday practice time guidelines in the Activities Handbook, for informational purposes.  A recommendation was made to add this information to the school website.

Batting Cage - Athletic Director John Noga stated that indoor baseball and softball practice is difficult with only one bagging cage.  With the clarification on Wednesday practice times, practice time will be more limited.  AD Noga requested the purchase of an indoor/outdoor batting cage, to be used at the Elementary School and baseball field.

Motion by Myers, seconded by Wagner and carried to purchase an indoor/outdoor batting cage costing approximately $5,300.

A RESOLUTION TO ACCEPT DONATIONS was introduced by member Cornish, seconded by Moeller and passed unanimously. 

WHEREAS, the District 547 School Board encourages the support of the district’s educational programs through the funding and support of grant opportunities and donations that meet the goals and objectives of the school district; 

WHEREAS, the school district will control and maintain all grants and donations to ensure that the interests of all students are met; 

WHEREAS, the grants and donations listed below have been reviewed and approved by the administration of School District 547; 

THEREFORE, BE IT RESOLVED, by the School Board of Independent School District No. 547, State of Minnesota, to accept the following donations: 

*American Legion Post No. 219 for $500 to Parkers Prairie School for special activities and projects. 

*Robert Johnston in memory of Elaine Johnston for $250 to the Parkers Prairie Elementary Music Program.

*Kevin Revering Memorial for $2,328.50 to the Parkers Prairie Fishing Team. 

*Kevin Revering Memorial for $2,328.50 to the Parkers Prairie Clay/Trap Team. 

New Business:

• Preliminary Seniority lists were presented.  These will be posted in each school for 30 days and on the December agenda for approval.

• Motion by Oeltjenbruns, seconded by Samuelson and carried, to approve the submission of the Assurance of Compliance to the Minnesota Department of Education.

• Motion by Samuelson, seconded by Cornish and carried, to approve the 600 series policies as presented.

• Motion by Samuelson, seconded by Myers and carried, to award the 2018-19 Snow Plowing contract to Jon Thoennes at a rate of $100/hour.

• Motion by Moeller, seconded by Oeltjenbruns and carried, to approve the 3 year agreement with Lifetouch for school picture service.

• Motion by Myers, seconded by Wagner and carried, to increase the hourly rate of pay for Substitute Paraprofessionals $11.50.

• Motion by Moeller, seconded by Myers and carried, to approve the Final 2017-18 Audit.

• Motion by Myers, seconded by Wagner and carried, to accept the resignation of John Seiling as Head Football Coach.

The special meeting of the Board of Education of Independent School District 547, Parkers Prairie Public School was called to order by Steve Inwards at 7:32 a.m.  Board members present: Judy Moeller, Glenn Cornish, Steve Inwards, Lyle Oeltjenbruns and Scott Wagner. Absent:  Jeff Samuelson and Sheryl Myers. Student Board members present:  Eli Simonson.  Also present: Carey Johnson and Tammy Larson.

Chairperson Inwards stated the purpose of the meeting was to canvass the results of the recent General and Special elections and no other business would be conducted.

A RESOLUTION CANVASSING RETURNS OF VOTES OF SCHOOL DISTRICT GENERAL ELECTION was introduced by member Moeller, seconded by Wagner, and passed unanimously. 

BE IT RESOLVED by the School Board of Independent School District No. 547, as follows:

1. It is hereby found, determined and declared that the general election of the voters of the district held on November 6, 2018, was in all respects duly and legally called and held.

2. As specified in the following Abstract and Return of Votes Cast, votes received on the election of four (4) School Board members for four-year term vacancies (until January 2023) are as follows: Steve Inwards 865 votes, Judith A. Moeller 693 votes, Lyle Oeltjenbruns 726 votes, Christy Hart 798 votes, Nancy Euteneuer 551 votes, Sheryl K. Myers 398 votes, Write In 19 votes.

3. Candidate Inwards, Candidate Moeller, Candidate Oeltjenbruns and Candidate Hart, having received the highest number of votes, are elected to four year terms (until January 2023) beginning the first Monday in January, 2019. 

4. The school district clerk is hereby authorized to certify the results of the election to the county auditor of each county in which the school district is located in whole or in part.

A RESOLUTION AUTHORIZING ISSUANCE OF CERTIFICATES OF ELECTION AND DIRECTING SCHOOL DISTRICT CLERK TO PERFORM OTHER ELECTION RELATED DUTIES was introduced by member Moeller, seconded by Wagner, and passed unanimously.

WHEREAS, the board has canvassed the general election for school board members held on November 6, 2018.  NOW THEREFORE, BE IT RESOLVED by the School Board of Independent School District No.547, State of Minnesota, as follows:

1. The chair and clerk are hereby authorized to execute certificates of election on behalf of the school board of Independent School District No. 547 to the following candidates: Steve Inwards, Judith Moeller, Lyle Oeltjenbruns and Christy Hart; who have received a sufficiently large number of votes to be elected to fill vacancies on the board caused by expiration of term on the first Monday in January next following the election, based on the results of the canvass.

2. The certificate of election shall be in substantially the form attached hereto.

3. After the time for contesting the election has passed and the candidate has filed all campaign financial reports required by Minnesota Statutes, Chapter 211A, the clerk of the school board is hereby directed to deliver the certificates to the persons entitled thereto personally or by certified mail.

4. The clerk is hereby directed to enclose with the certificate a form of acceptance of office and oath of office in substantially the form attached hereto.

CERTIFICATE OF ELECTION - This is to certify as follows:

1. The School Board of Independent School District No. 547 on November 13, 2018, canvassed the general election of school board members held on November 6, 2018.

2. Candidate Inwards, Candidate Moeller, Candidate Oeltjenbruns and Candidate Hart received the largest number of votes cast for the office of School Board member of Independent School District No. 547 for a full four-year term. 

3. There are four (4) full four-year term vacancies on the board caused by expiration of term on the first Monday in January next following the election. 

4. Therefore, Candidate Inwards, Candidate Moeller, Candidate Oeltjenbruns and Candidate Hart are elected to the office of school board member of Independent School District No. 547 for a full four-year term beginning the first Monday in January, 2019 and expiring the first Monday in January, 2023. 

A RESOLUTION CANVASSING RETURNS OF VOTES OF SCHOOL DISTRICT SPECIAL ELECTION was introduced by member Cornish, seconded by Oeltjenbruns, and passed unanimously. 

BE IT RESOLVED by the School Board of Independent School District No. 547, as follows:

1. It is hereby found, determined and declared that the special election of the voters of this district held on November 6, 2018, was in all respects duly and legally called and held.

2. As specified in the attached Abstract and Return of Votes Cast, a total of 1,222 voters of the district voted at said election on the question of Renewal of Expiring School District Referendum Revenue Authorization (School District Question 1), of which 813 voted in favor, 409 voted against the same, and there were zero (0) completely blank or defective ballots relating to this question.

3. Said proposition, having received the approval of at least a majority of such votes, is hereby declared to have carried.

4. The school district clerk is hereby directed to certify the results of the election to the county auditor of each county in which the school district is located in whole or in part.

Motion by Oeltjenbruns, seconded by Cornish and carried, to adjourn the meeting at 7:40 a.m.
