The Northeast Quarter of the Northwest Quarter, the Northwest Quarter of the Northeast Quarter, both in Section 11, Township 131 North, Range 37 West, Otter Tail County, Minnesota and that part of the Southwest Quarter of the Northeast Quarter and that part of Government Lots 2 and 3, said Section 11, bounded on the south by the following described line:


Commencing at the northeast corner of said Southwest Quarter of the Northeast Quarter;

Regular School Board Meeting

The regular meeting of the Board of Education of Independent School District 547, Parkers Prairie Public Schools, was called to order by Steve Inwards at 7:00 p.m.  Board members present:  Lyle Oeltjenbruns, Judy Moeller, Glenn Cornish, Jeff Samuelson, Scott Wagner, Christy Hart.  Absent:  None. Student Board Members present:  Eli Simonson.  Administration present: Superintendent Dean Yocum, Secondary Principal Carey Johnson and Elementary Principal Steve Radtke. Also present:  Hannah Samuelson, Mike Johnson, Kari McDaniel, Tamara Ellsworth, Tom Myers and Tammy Larson.

Motion by Oeltjenbruns, seconded by Hart and carried, to approve the agenda. 

Motion by Cornish, seconded by Wagner and carried, to approve the minutes from the March regular board meeting.

Motion by Cornish, seconded by Oeltjenbruns and carried, to approve Hand Payable checks totaling $22,761.41; Wire transfers totaling $252,941.77; Board Payable I checks totaling $145,867.98; Board Payable II checks totaling $6,446.32; and Additional Wires totaling $7,999.57.

Superintendent Report:

•The monthly RAED update was included in Board member packets.

•Recent Legislative developments were discussed.

•The District has received notice of intent to negotiate from Local 70 union.

•Discussion on the possibility of Student passes to athletic events.

Motion by Oeltjenbruns, seconded by Samuelson and carried to allow free admission for Parkers Prairie students to athletic events with a student ID.  Voting against:  Moeller.

The District has been asked to consider honorary diplomas.

Motion by Samuelson, seconded by Wagner and carried to present honorary diplomas to former students on a case by case basis.  The current request will be honored.

Mike Johnson was present to discuss the organization of the football coaching staff.

Motion by Samuelson, seconded by Hart to hire a fifth varsity football coach contingent on receiving partial funding from an outside source.  No vote.

Motion by Hart, seconded by Samuelson, to amend the previous motion to remove the contingency on salary.  Motion carried.

Motion by Samuelson, seconded by Cornish and carried to enact the Governor’s Snow Day Forgiveness legislation regarding snow days with no additional make up days scheduled.

Reported that MCA testing has begun.

ALICE (Alert Lockdown Inform Counter Evacuate) training provided to staff was well-received and very informative.

DARE graduation was postponed due to weather.

Kindergarten Roundup was postponed due to weather. There are 30 Kindergarten students expected for the 2019-20 school year.

Principal Johnson

Congratulated the Speech team on a successful season, with three students advancing to the State competition.  

The FFA banquet was a success.

MCA testing is in progress.

Requested that the Curriculum Committee meet before the next board meeting.

The students were able to follow Mr. Bumgarner as he ran the Boston Marathon today.

A RESOLUTION TO ACCEPT DONATIONS was introduced by member Samuelson, seconded by Moeller and passed unanimously.

WHEREAS, the school district will control and maintain all grants and donations to ensure that the interests of all students are met;

Member Oeltjenbruns introduced, and member Moeller seconded a RESOLUTION ADOPTING POST-ISSUANCE DEBT COMPLIANCE POLICY FOR TAX-EXEMPT AND TAX-ADVANTAGED GOVERNMENTAL BONDS.

The entire resolution is on file in the District Office.

AN ORDINANCE AMENDING ORDINANCE NO. 2017-02

RELATING TO THE POSSESSION, SALE AND CONSUMPTION

OF INTOXICATING AND 3.2 PERCENT MALT LIQUOR

WITHIN THE CITY OF PARKERS PRAIRIE, MINNESOTA


WHEREAS, the City of Parkers Prairie, Minnesota (“City”) previously passed Ordinance No. 2017-02, An Ordinance Relating to the Possession, Sale and Consumption of Intoxicating and 3.2 Percent malt Liquor within the City of Parkers Prairie, Minnesota (“2017 Ordinance”); and


WHEREAS, the City Council has passed various amendments to allow issuance of on- and off-sale liquor licenses to qualified enterprises, which was determined to be in the public interest; and


WHEREAS, the City Council has now determined that issuing a brewer taproom license to qualified enterprises would also serve the public interest; and


WHEREAS, the City Council has now determined that issuing off-sale licenses for sale of growlers to qualified enterprises would also serve the public interest; and


WHEREAS, Minnesota Statutes § 340A.26 allows the City Council to issue a brewer taproom license; and


WHEREAS, the City Council has determined that amending the 2017 Liquor Ordinance is needed in order to authorize the issuance of a brewer taproom license.


NOW, THEREFORE, IT IS HEREBY ORDAINED by the City Council for the City of Parkers Prairie that the following sections of the 2017 Liquor Ordinance are amended as follows.


The following clauses (K) and (L) will be added to Section 29:


(K) Brewer taproom licenses.  The Council may in its sound discretion issue a brewer taproom license under Minnesota Statutes § 340A.26, as it may be amended from time to time, authorizing the on-sale of malt liquor produced by a brewer for consumption on the premises of or adjacent to one (1) manufacturing location owned by the brewer. The license may only be issued to the holder of a brewer’s license under Minnesota Statutes § 340A.301, Subd. 6(c), (i), or (j), so long as the brewer seeking the license (or any person having an economic interest in the brewer seeking the license or exercising control over the brewer seeking the license) brews no more than 250,000 barrels of malt liquor annually or produces more than 250,000 gallons of wine annually. The brewer may hold only one (1) brewer taproom license, and my not have an ownership interest in a brew pub, as that term is defined in Minnesota Statutes § 340A.101, Subd. 3a, as the same may be amended from time to time. The only alcoholic beverages sold or consumed on the premises of the taproom shall be malt liquor produced by the brewer upon or adjacent to the taproom premises. No taproom shall be located across a public right-of-way, such as a street or alley, from the manufacturing location. This license shall be valid on all days of the week consistent with the hours of sale provided in Section 20.


(L) Small Brewer Off-Sale.  The Council may in its sound discretion issue an off-sale malt liquor license to a brewer licensed under section 340A.301, Subd. 6, clause (c), (i), or (j). The license is subject to the following conditions:


(1) The license must be approved by the commissioner of public safety.


(2) Pursuant to Minnesota statutes 340A.28, Subd. 2, as the same may be amended from time to time, neither the brewer nor any person having an economic interest or exercising control over the brewer may brew more than 20,000 barrels of malt liquor annually or produce more than 250,000 gallons of wine annually.


(3) Pursuant to Minnesota Statutes § 340A.28, as the same may be amended from time to time, no more than 750 barrels per annum of malt liquor may be sold off-sale.


(4) Pursuant to Minnesota Statutes § 340A.28, as the same may be amended from time to time, the license is limited to off-sale of malt liquor that has been produced and packaged by the brewer at its licensed premises.


(5) Off-sale shall be limited to the legal hours for off-sale at exclusive liquor stores, as provided in Section 20, except that malt liquor may only be sold at off-sale in growlers on Sundays and shall not be sold before 11:00 a.m. or after 10:00 p.m. on Sundays. Any malt liquor sold at off-sale must be removed from the premises before the applicable off-sale closing time.


(6) Pursuant to Minnesota Statutes § 340A.285, as the same may be amended from time to time, malt liquor shall be packaged in 64-ounce “growlers” or in 750 milliliter bottles. Growlers and bottles shall have a twist-type, cork, stopper, or plug, and shall have a paper or plastic adhesive band, strip, or sleeve extending over the top, forming a seal that must be broken to open the container or bottle. The seal shall bear the name and address of the brewer, and the containers or bottles shall identify the contents as malt liquor, state the name of the malt liquor, and bear the name and address of the brewer selling the malt liquor.


The following clauses (L) and (M) shall be added to Section 31:


(L) Brewer Taproom: $100.00

(M) Small Brewer Off-Sale: $100.00


EFFECTIVE DATE:


This ordinance shall become effective upon its passage and publication in the manner established by Resolution No. 2018-08 of the City Council.
