To Whom It May Concern: West Central MN Communities Action, Inc. intends to apply to the Minnesota Department of Transportation Phase 2 Implementation – Regional Transportation Coordinating Council. This council will include transportation providers, organizations needing transportation services and other stakeholders interested in improving mobility for all community members, especially older adults, individuals with disabilities, individuals with low incomes and/or military veterans. The council will work to coordinate and evaluate transportation services to implement Transportation Management Coordination Center (TMCC) and Volunteer Driver Program Committee throughout the counties of Becker, Clay, Douglas, Grant, Ottertail, Pope, Stevens, Travers and Wilkin. NOTICE OF PUBLIC HEARING AND INTENT TO ADOPT THE SANITATION CODE FOR SUBSURFACE SEWAGE TREATMENT SYSTEM 


NOTICE IS HEREBY GIVEN pursuant to the provisions of Minnesota Statutes 375.51 Subdivision 2, that the Otter Tail County Board of Commissioners intends to adopt the “Sanitation Code for Subsurface Sewage Treatment Systems”.  The proposed ordinance revision will be considered at a meeting of the Otter Tail county Board of Commissioners in the Commissioners’ Room at the Otter Tail County Government Services Center, at 515 West Fir Ave, Fergus Falls, Minnesota, on Tuesday, April 23, 2019 at 1:00 p.m.


The purpose of the proposed ordinance revision is to regulate the location, design, installation, use and maintenance of subsurface sewage treatment systems (aka septic systems) in all areas of Otter Tail County.

ORDINANCE NO. 2019-02

AN ORDINANCE AMENDING THE SUBDIVSION REGULATIONS

OF THE CITY OF PARKERS PRAIRIE, MINNESOTA


WHEREAS, the City of Parkers Prairie, Minnesota (“City”) may from time to time have the opportunity to apply for and receive from the State of Minnesota grants or other funding under the State’s Safe Routes to School Program as set forth in Minnesota Statutes § 174.40; and

WHEREAS, to be eligible for said funding, Minnesota Statutes § 174.40, Subd. 4a requires the City to adopt subdivision regulations that require safe routes to school infrastructure in developments authorized on or after June 1, 2016; and

WHEREAS, Section 21 of the City’s Zoning Ordinance includes subdivision regulations which do not presently require safe routes to school infrastructure in developments authorized by the City; and

WHEREAS, the City has not authorized any subdivision development since June 1, 2016 but may do so in the future; and

WHEREAS, the City Council previously passed Resolution 2013-06, A Resolution Establishing a Complete Streets Policy; and

WHEREAS, requiring safe routes to school infrastructure in developments authorized by the City would be consistent with the City’s Complete Streets Policy; and

WHEREAS, the City Council has determined that requiring safe routes to school infrastructure in developments authorized by the City would not only serve public health, safety and general welfare but would also allow the City to be eligible for the State’s Safe Routes to School funding.


NOW, THEREFORE, IT IS HEREBY ORDAINED by the City Council for the City of Parkers Prairie, that the following Section 21.06 is hereby added to Section 21-Subdivision/Platting Provisions of the City’s Zoning Ordinance. 


Section 21.06.  SAFE ROUTES TO SCHOOLS. Any subdivision authorized by the City shall include safe routes to schools infrastructure pursuant to Minnesota Statutes, § 174.40, Subdivision 4a, as the same may be amended from time to time.


EFFECTIVE DATE 


This ordinance shall become effective immediately upon approval and publication in the manner established by Resolution of the City Council.

• Principal Reports:

Principal Radtke stated the Elementary is in March Madness to emphasize reading.

Parkers Prairie hosted the 6th grade Math Masters competition.  There were 24 teams and 118 individuals that participated.  The Parkers Prairie team finished third.  Principal Radtke thanked Phyllis Christopherson and Karen McBrady for coaching Elementary Math Masters.  This will be Phyllis’ last year of coaching – thank you for the many years of hard work.

Prairie Fire Theater was again a success.  Approximately 80 students from Elementary and High School participated.  An email from a district parent was shared, thanking the District for supporting this activity.

Principal Johnson congratulated the winter sports teams on successful seasons.

Congratulations to the Knowledge Bowl team on taking 7th place at the Regional competition, after a tie-breaker.  This is the highest finish for the team.

Thank you to everyone who put in extra time and effort to ensure the roof drains were open and the snow cleared from the school roofs.
